At first it was a reflex to keep the collection and temp exhibition as inherently different things.
Looking at the UGM site I noticed there is only one entry ticket for both, and I think more and more the collection and exhibition should be mixed. otherwise I fear the collection might become neglected, by both public and the UGM.
