In line with your ideas, I suggest another variation. The neighboring bridges (Stari Most and Studenska Brv) both have two piers in the Drava River. I think we will also want two piers in the river, for a couple reasons: (1) consistency of navigable channel for boat traffic. In other words, we don't want to put one pier in the middle of the river and create an obstacle course for boats. (2) Context sensitive appearance.
If we are going to have two piers, the curved bridge spans could intersect over the piers. I'll call this idea D. It is somewhere between your B and C.

It is possible, but my guess is that it would be more expensive and would result in a larger structure than what the competition judges are looking for.
The footbridge competition guidelines say "The design of the footbridge shalltake into consideration the principles of rational and resisting construction, and it shall comply to the historical environment, the design of the Main Bridge (Glavni most) and the characteristics of the Drava embankments. The construction shall be lightweight and transparent to provide good overview and it shall not cover views along Drava from the
bridge or its surroundings."
I think these competition requirements steer us to prefer a bridge where the structure is mostly below the deck.
The distance between river banks is 130 meters. In order to span this in one leap, the structure would grow too large to put underneath the bridge (unless we raised the bridge very high, but this would be create an annoying an unnecessary hill to climb for the pedestrians and cyclists).
Alternatively, to span the river in one leap, we would create towers or arches that go high above the deck. I don't think the judges would like this because it is not in character and because it may "cover the views along Drava."
